With 1999 behind us, it's time to take a look back at what became one of the biggest years in hip-hop. Outkast and the Cash Money Millionaires stayed hot in the South, Jay-Z and DMX kept things locked down in the East and Dr. Dre and Snoop led a revival in the West.
